Vietnam and Türkiye Sign Defense Cooperation Agreement, Marking a Key Milestone
(Chinhphu.vn) — The signing of the Defense Cooperation Agreement marks an important milestone in defense relations between Vietnam and Türkiye.
Vietnam Attends Türkiye’s International Defense Industry Exhibition (IDEF 2025)
At the invitation of the Turkish Ministry of National Defense, a high-level delegation from the Vietnamese Ministry of National Defense, led by Senior Lieutenant General Hoàng Xuân Chiến, Member of the Party Central Committee, Member of the Central Military Commission, and Deputy Minister of National Defense, attended the International Defense Industry Exhibition (IDEF 2025) in Istanbul.
IDEF is one of the world’s leading defense industry exhibitions, held biennially, attracting representatives from governments, defense ministries, armed forces, and major global defense corporations. The exhibition showcases advanced defense technologies and fosters opportunities for cooperation in fields such as naval, air, and ground systems, military equipment, weapons, ammunition, security solutions, and defense electronics.
Vietnam’s participation in IDEF 2025 underscores its commitment to promoting international defense cooperation based on equality, mutual benefit, and compliance with international law.

Strengthening Bilateral Defense Relations
During the visit, Senior Lieutenant General Hoàng Xuân Chiến met with Turkish Minister of National Defense Yasar Güler. Minister Güler welcomed the Vietnamese delegation, expressing appreciation for the positive progress in bilateral relations and thanking Vietnam for attending IDEF 2025.
General Chiến conveyed appreciation for Türkiye’s warm hospitality and commended the scale and professionalism of IDEF 2025. He also invited Turkish defense enterprises to participate in the Vietnam International Defense Exhibition, scheduled for late 2026.
Following the official visit of Prime Minister Phạm Minh Chính to Türkiye in November 2023, bilateral relations have strengthened significantly, laying a solid foundation for expanding defense cooperation to new levels.
Signing the Vietnam–Türkiye Defense Cooperation Agreement
On the same day, Senior Lieutenant General Hoàng Xuân Chiến and Deputy Minister Musa Heybet signed the Agreement between the Ministry of National Defense of the Socialist Republic of Vietnam and the Ministry of National Defense of the Republic of Türkiye on Defense Cooperation.
This agreement establishes a framework for enhanced cooperation in:

Delegation exchanges at various levels

Training and education

Defense industry collaboration

Peacekeeping operations under the United Nations

Post-war mine and ordnance clearance

Cybersecurity and response to non-traditional security challenges
Both sides also agreed to establish resident defense attachés in each country to deepen and sustain future cooperation.
General Chiến affirmed that Vietnam stands ready to facilitate Türkiye’s establishment of a Defense Attaché Office in Hanoi at the earliest opportunity.
Minister Yasar Güler expressed Türkiye’s strong desire to promote bilateral defense cooperation, including personnel training, industry collaboration, and engagement in naval and land force activities.

The signing of this agreement represents a major step forward in Vietnam–Türkiye defense relations, reinforcing mutual trust and creating a solid foundation for future cooperation in key areas of defense and security.
